Maybe Germany should consider producing a new offensive if they have not yet done so.

But they remain desperately unlucky in the US Entry department. They just cannot get any Tension going.....Four 1's? I mean come on?!?!?!?
It seems you need to relocate the Pacific Fleet to Pearl Harbour. So it might be a good idea to place the extra chits in the Japanese pool for a while.
warspite1

What do you mean Ormster?
After that option has been selected and the fleet is in Pearl Harbour you can increase the control of the tension pool. At least the Japanese tension pool.

Edit: The fleet needs to be at least 8 BB and 2 CV.

RAC: 13.3.2 US entry options
....
If you have relocated a sufficient fleet to Pearl Harbor (see entry option 26) and the entry option is aimed at
Japan, you can increase or decrease the tension cost by up to 3 before rolling the die.
....
26. Relocate fleet to Pearl Harbor - It is harder to declare war on Japan if you haven’t chosen this entry option.
Until you choose it, the only naval units that may base at Honolulu or Pago Pago are TRSs and CONVs. After you
have chosen it, any US naval unit can base there.
To avoid the +2 modifier for declaring war on Japan, you need a fleet of at least 8 SCS and 2 CV (owner’s
choice) in Honolulu when you attempt to declare war. A CV or SCS only counts if its first cycle cost is at least 2
build points and is not the Langley. If you have that fleet there, you also have more control over the tension level for
anti-Japanese entry options.

You just have to overcome the tiny political obstacle and pick the US entry option 26 first. Hence my comment that the extra US entry chits should go to the Japanese pool.

Then it is time to build out the German militia and garrison pools.

Edit: They are needed to guard against partisans as well.

Allies 4:1 Axis

The Axis think long and hard about a re-roll but decide against considering the weather is more than likely to be rubbish.

Weather roll = 9. Yep its rubbish...

Is that right? The US cannot send Build Points to France? They can send resources - which are pointless because they have no factories...

You need to cut through the red tape first and pass US entry option number 27.

Nov/Dec 1940

The Allies are reduced to essentially naval activity. The CW have not got many units to transfer to the Iberian Peninsula in any case.

Nov/Dec 1940
Impulse: 4

The Storm and Snow really has dealt a blow to German ambitions in Spain - indeed three units on the East Coast are out of supply...

This impulse will be limited to moving some units around, but because of the mountainous terrain, there won't even be much of that..

The Italians capture Tunis.

Nov/Dec 1940
Impulse: 7

The weather gets no better. There is a 30% chance of the turn ending if all Allied Powers pass. There is limited, if any, downside and so they take this option

Nov/Dec 1940
Impulse: 10

The turn does not end.

Impulse: 13

There was an 80% chance of the turn not ending even if the CW took an Action. Guess what?

The CW took the opportunity of trying to beef up the Spanish front, while getting Franco heading for Madrid to join the 2nd Mechanised Corps.

The turn continues!

This must be the longest winter turn in history [X(] The Axis continue shuffling the few units they have to shuffle - and another throw of 9 sees the turn continue.

The Commonwealth takes the opportunity of attacking the captured Danish convoy using a Swordfish flown off HMS Furious. The Germans never got around to doing a Combined to repatriate the ships to Stettin - although given the few units that they could move over the course of most of this turn, they probably could have done so earlier.
