(3) Secure the North Sea.

RN. Great Threat Number Matrix (GTNM).
The GTNM is used by the RN and Free French to establish priorities for allocating ships and naval air to ASW escorts and patrols. Note that other critical naval missions (e.g., enemy supply convoy interdiction, troop transport escort, enemy counter-fleet operations) constrained the ships and naval air available for ASW missions.

Yugoslavian Navy.
The Italian RM attempt to intercept the Yugoslavian Heavy Cruiser Dalmaciza and 1 CP attempting to transit the Italian Coast and link up with the RN in the West Med. The CA and CP attempt this individually. The Italian RM attempt to intercept both naval forces but fail, rolling a 10 and 7, respectively against a needed 5 or less.
RN.
Two RN sub groups supported by a RAF fighter group are in position to interdict Italian supply convoys and naval forces as necessary. However, since there are not such forces present at this time the two RN sub groups remain silent.

Italian RM.
The Italian BB Giulio Cesare attempt to intercept the Queens loaded with a British mot corps but fail on a roll of 6 against a required 2 or less.
RN.
The RN find, surprise and sink the lone Italian BB Giulio Cesare in a naval air action. The Italian battleship didn't stand a chance and paid the price for remaining on patrol at the end of last turn.

Hi Ronnie,
The rules should also allow RU to move one chit per turn between the two garrison areas. Once you give up on trying to keep the pact with Germany, you should start shifting high value chits to the JP/RU border area.
Note, in the board game version (limit chits) you should also move 0 value chits to JP/RU border area. That keeps them out of the draw pool longer so the US will not have to worry about drawing them. In MWIF I don't think this would change the odds of drawing a chit (it is an infinite pool - fixed probabilities).

Keeping in mind that the historical Russians and Japanese did not sign a non-aggression pact until April, 1941. And then Stalin rather famously used troops trained in Siberia, elsewhere - later in that same year.

Vyacheslav Molotov has discreetly approached Hideki Tojo about "renewing" this pact; however, the Japanese have been non-committal and to make matters worse is that the Japanese have placed all five of their pact chits into the offensive pool. The KGB has "uncovered" what the values of the chits are, so Stalin has a very good, if not exact, idea of what the pact garrison ratios are. He will likely add more troops to this region in order to keep the pact in place as long as possible. Especially with Germany's buildup on their border in Eastern Europe.

The Japanese do have the same motivation to free up troops for operations elsewhere, too. The IJA likes “north”; the IJN likes “south”. Such an irony that FDR’s decision on the oil embargo probably gave the IJN the upper hand, which in turn might have saved Stalin’s bacon and then sealed Hitler’s fate.

In the board game both the German and Russian chits in the Nazi-Soviet pool go back to the draw pool when the pact is broken.
In my games, the Russians never made a pact in 1939; it was not useful by 1941. The Russians want a pact made in 1941; the Japanese one made in 1939. Often they compromised in 1940. A 1939 DoW by the Japanese on the Russians was also fairly common; this worked better on the Pacific scale maps than it does on the MWiF maps.

This impulse was a disaster for the Euro-axis naval attempts.
Central Atlantic - draw. No convoys sunk.
Cape St. Vincent - loss. 1 u-boat flotilla sunk, 1 damaged and aborted and 1 Italian sub group damaged and aborted. No convoys sunk.
Bay of Biscay - loss. Condor nav group lost and 2 u-boat flotillas aborted. No convoys sunk.
Italian Cost - loss. Naval air group lost and supply convoy aborted.

von Leeb's HQ-I which was providing supply to Brest, and the German u-boat and naval forces based there, was railed to Yugoslavia to provide supply to axis forces west of Belgrade. Note that since rail happens after naval then von Leeb maintained supply to the German u-boat flotillas in Brest who moved out to sea and attack before being railed to Yugoslavia.
The first opportunity next turn von Leeb's HQ-I will be railed back to France to maintain supply to Brest.
