My idea is that it translates (roughly) into "technocrat"?

Not really. It comes from the idea of a member of the government apparatus. So functionary or civil servant would probably be closest. The reason it has such a negative connotation is because it implies a "don't look at me, I just work here" individual, generally lacking humanity or sympathy for his fellow man.

We had (I mean we still have [:D]) those here as well.. [8D]
