Going through some Field Manuals I found this data that shows reinforced concrete penetration. HE rounds penetrate almost the same amount of concrete so there's not a perfect fit of armor to concrete ratio.
I read somewhere else that reinforced concrete has almost twice the armor protection as cast concrete which might be StuG concrete armor.
