You need a certain number of posts before you get the right to post links or pictures. Back when I signed on that was 10 posts but I think it is more now.
I think it was a measure to keep spammers away.
There are also parameters around picture size and format (jpg and gif only.

I went to a government office today to get some paperwork done and there was no waiting . . .
I called one yesterday to try and set up an appointment. It was from an '800' number, and they told me there was a 40 minute wait. Tried to call the office directly and I was told (by recording) there was no local number to the office (really?).[:@]
The office is only 15 minutes from my house, and even closer when I babysit (tomorrow) my grandson. I take him with me.
With any luck, he'll be in a foul mood (rarely), just to piss them off for making me drive to the place.[:D]
P.S.

Then again the chances go up if we aren't playing 'trains'.[:'(]
Fill him up with chocolate and a Mountain Dew. Lots of caffeine to rev the engine and sugar to fuel it.
