Volsky not that good. My generals are upgrading very slowly. Is it lack due to lack of battles?

The German airforce has basically disappeared. Not due to my part.
Odd thing though is I am still having very heavy planes kia's when I get the german turn. 400- 500 planes a week.
His is below 10 planes hit (weekly) lately.
