This is probably an area we are just going to have to live with in the name of game balance. As crsutton notes, concessions have to be made to make the game enjoyable and competitive for Japan. A tweak of late-war naval experience might tip the delicate game competition balance the designers seem to have reached.
I have to respectufully disagree. There is no balance if the Japanese are capable of doing what they just did.

I don't think this kind of immersive wargame should aim for balance at all with the core rules, just realism. If one wants Japan to be competetive than wouldn't it be better to balance it through more unrealistic scenarios?

We naval bomb Ominato and we plastered the AF again with nearly 1000 navy bombers
Rader stayed on the defensive a part from a massive series of naval attacks over my fleet at Kushiro bloodly repulsed by our night fighters (19 enemy bombers shot down and 13 more didn't come back[8D])
We've ordered or Fleet to move.
Green light for the second phase of the operation "Hairy To The Bone".
May God be with us and with our crews...
