I think it is just business. Ukraine's economy is pretty much down the drain and military-technological cooperation with China is still a very lucrative sector - one of the few that are actually making profits for them IIRC.

Well, of course it's just business. Just like Russia buying/funding advanced military technology from there. I can imagine Russia is extremely upset about the loss of Ukraine as a military technology producer, and now China wants to swoop in and throw money around? Yeah, that's got to suck if you're Russia.

This is definitely a good business move on the part of the Chinese - they get to export their tech to a new market (Eastern Europe), and I'm sure they're hoping they can pick up some of Ukraine's gas turbine business.

I'd rather think that they would purchase Ivchenko-Progress as a whole in the end. In the naval gas-turbine business, the GT-25000-DA-80 with 28MW was already indigenized a number of years ago as the QC-280.

It is also a speculation why China builds the CV instead of LHA/D as their first flat-top in their own shipyard, which is presumed correct they have easier access and knowledge to build one thanks by Ukrainians, than a smaller and less complicated 'helicopter carrier'.

If Ukraine keep doing that way, either she will runs out of ex-soviet relics, or China had developed into a level that no more desire for them, or a wild possibility -- NATO had full control of Ukraine, will issue embargo to stop ToT to China. So I think the joint cooperation is much more sensible than just giving China 'old stuffs'.

And do not forget, Russia also need China from that chaos too, consider numerous embargos locking down military developments Russia can make. Thankfully, China prefers profits over alliances, only technology and money will make sense to her, so the 'diplomatic triangle' between Russia and Ukraine is very less likely conflicted.

NATO will not mind Ukraine selling such things to China. There is no sensible reason or method to restrict the availability of trainer jets to China, and the technology involved does not grant a substantial new military advantage. When Ukrainian firms compete Russian firms out of the market for parts & labor on Russian-pattern equipment, then that takes money out of Russia's pocket and puts it into Ukraine's pocket. Such Ukrainian competition will be a real threat for Russia's defense sector in the coming years, as Ukrainian firms will have full access to Western credit markets.

Two new Project 22800 guided missile corvettes were laid down for the Russian Navy by the Pella Shipyard in St. Petersburg on December 24th, TASS reported from the shipyard on Thursday. According to the shipyard’s spokesperson, the lead ship, the Uragan, is to be commissioned by the Russian Navy in December 2017 and the first production ship, the Typhoon, in 2018.

From what I gather these are upgrade packages for the Grad (Tornado-G) and Smerch (Tornado-S), so I'd expect the warheads to stay mostly the same, even if the boosters are improved. From reading over some Russian sites I've mostly seen comments on increased automation for a reduced ready time and a smaller crew (3 men vs. 6). A lot of emphasis is placed by Splav's PR on how the vehicles can be operated fully from inside the cabin (although I note the Tornado-G still has backup optics on the launch tubes for the old-fashioned "notebook-and-pencil" artilleryman).
From some of the crew comments on the released videos (take with a grain of salt) one gets the impression that the new package includes GLONASS guidance and some volley-shaping capability (to split one salvo between several targets or engage a moving column more effectively).

Of note is the fact that the Tornado-G procurement project was put on hold by Anatoliy Serdyukov, then minister of defense, calling it "a slightly modernized Grad". The contract was later resumed in 2013, after Serdyukov left the office.
