What A.I. and game difficulty settings are you going with here?
...and what turn number are you up to?
It doesn't look like you will need all 300+ turns for this scenario.

The AI is standard, as is balance, and the above turn is 53. I am in turn 79 in the actual play and have not taken Darwin, but I am pounding away at the IJN. The start of game tabs tell me the enemy is immensely strong, 144 inf battalions, 40 regt., 11 carriers, etc., but they cannot make use of any land forces unless they invade again. I have garrisoned every coastal port and city. The AI attacks Musgrave and Cairns regularly, but no amphibious assault, yet.
My plan is to continue with naval attacks, which go well. Unless the AI has ships in the pipeline they will be in trouble.

I did find that Sydney was a big enough port to repair my carriers.
