I have been looking at the The Great War 1914 scenario and have found that if I select a unit that cannot move such as a fortress unit the arrow goes away and I can freely scroll the huge map without accidentally making a move. I don't know if there are non-moving units in other scenarios.

A hotkey (say esc) that automatically fixes on a dummy (maybe hidden) unit that has no movement or attack values would do the trick. The unit would have to be generated by the software rather than the scenario though.

You also can select a nearby unit that is out of range of the area you are interested in, or use the mini-map to jump out of the area and select a unit and then jump back.
