Hi,
21.1.7.1 Factory Expansion
Manual states 'Factories will only expand if they are completely undamaged'.
This appears to be incorrect. Expansion seems to start when the damage equals or is under 30. (or some other magical parameter). I have only tested 1 tank factory.
See also 21.2 which implies that damaged factories can expand.
21.1.7.1 is incorrect, left over from the old rules and it now reads 'Damaged factories will expand with 100% chance at 0% damage, and 0% chance at 50%+ damage'. The same as in 21.2.
Will update later today and will include a partial index.

Thanks so much for the work you have put in the manual.
Just wanted to point out two small things:
7.5.3.1 Soviet Buildup and Breakdown Availability
It states that two or more rifle brigades can buildup into a rifle division starting from the 22nd of June 1941. I tested this in game and that doesn't seem to be true. Is the rule correct? Maybe the date is wrong?
On 26.1.2 Unit Types and Symbols
You mixed the Infantry and Armor symbols together. They should be the other way around. I know that it's probably a small thing, but for players that are new to the game it can be confusing.

regarding 7.5.3.1 please check against the original us letter manual which has an addendum with the restriction.
Plus Naval Bdes should also be usable to form Rifle divs/corps albeit just the naval rifle Bdes but not the Naval Infantry Bdes.

Clarified. Soviet Rifle and Naval Rifle brigades can be used. Naval Infantry Bde cannot be used either for creating divs or corps.

Include SAB which I assume is Composite Air Brigade
VVS- KBF - airbase of the baltic Fleet
8.2.3
SAB disbands like SADs

8.4.1
Air Units transferred to the national reserve will not be listed in the Reserve until the following turn (and thus cannot be transferred back in the same turn). This is only correct for the manual Reserve function.
If you use the Move function units immediately appear in the Reserve and can be transferred back. (This is probably not WAD so don't tell anyone ok?)

On 8.4.1: I think it is WAD. I seem to recall that this was raised as an issue before and the devs explained that it is there to basically allow the player to do long range transfers that would take two turns to do otherwise. So if you have an airgroup in AGN and want to transfer to AGS but you cannot do it manually because the range prohibits it you can use the move function. Then you go to the Air Base in AGS and simply transfer it from the Nat Reserve. This way the air group is out of action for just one turn (the current one) as opposed to two turns (1 turn when it goes to the NR and 1 when it gets transferred to the field but has flown 100% of its miles.)

Yep I know what it does ....allows the movement of air units from the Caucasus to Frozen Tundra in one move....if it is WAD then the manual is wrong...I don't think it is WAD for the simple reason you cannot nominate which unit is Moved...you have to be a Master of the Dark Arts to know which unit the system will move

I think I'm missing something here! Are you talking about the ability to send groups back through the commander report. If so I can see no problem.

So it does, I uspect it should't. It truth I forgot it was there as I never use it as it gives you no control over which group it send back.

Yeah I reckon you are right...but where is the glory in that....CR=WiTE Excel [:D]
and in Move vs Reserve there appears to be no material gain other than redeployment (technically Move gets a unit into Reserve a turn earlier)

Could we include in the manual that there is a limit on the number of ground elements that can be created per turn, for some specified elements only, and that for Soviet Cav, 1941 it is 200 and for 1943 it is 250 (I thinK)

I think you're talking about ground units not elements? Ground elements make up ground units but cannot be created individually. The answer is yes if that info can be corroborated but I'll check see if there's any mention anywhere.
