Turn 1. Sep/Oct 1939. End of Turn.
Production. CW.
Saved Oil. 9 additional, 12 total.
9 BP's Generated. Great Britain elected to leave 4 factories idle, and 2 BP's on the table, in order to save 4 more oil, which gave the CW a total of 12 saved oil. More significantly, the 4 more oil saved gave the CW a total of 7 oil saved in the UK. Recall, oil costs are doubled for the UK if they use ONE OF THEIR saved oil outside of the UK.
Builds. CP(1)x3, PIL(2), FTR(2), MIL(2)

Turn 1. Sep/Oct 1939. End of Turn.
Production. China.
Saved Oil. 0 additional, 2 total.
5 BP's Generated. The discerning reader will notice the "-2" in the BP lost column (i.e., LST) at the bottom of the screen cap. So, a negative loss is a BP gain in this case. So the discerning reader might ask where did this BP gain come for? It came from the cadre rule in CE where you get 1 BP for every in supply, corps/army size unit destroyed inside of your home country. The Japanese on the first impulse destroyed 2 Nationalist Chinese armies, which were in supply, so this is where those 2 BP's come for.
Builds. Cav(2), Cav Div(1), MIL(2)

I believe Russian MIL cannot be build until Russia is active (at war with a major power - some, may requiring being at war with GE).

O.K. then, thanks! I'll need to do some "adjustments" then.

Enforcing rules manually. [:(]
4.1.2. Special Additions.
Neutral major powers can't have MIL units. When you go to war your reserve MIL may be placed on the map (see 9.7) while the remainder are added to your force pool.
So all it takes for the Soviets to be able to build her MIL's is to be at war with any major power. However, if see comes to peace and becomes neutrals again then,
13.7.7. Reserve & militia removal
When the USSR comes to peace with Germany, move any reserve units with “Ge” on their back that are either on the map or the production circle to the reserve pool. Remove from the game all such reserve units in the force pools.
When you come to peace with every major power (i.e. you are neutral again), move all your reserve and militia units that are either on the map or the production circle to the reserve pool. Remove all reserve and militia units in your force pools from the game. If you go to war again, eligible reserve and militia units may be called out again (see 9.7).

Turn 1. Sep/Oct 1939. End of Turn.
Conquest. Poland is completely conquered by Germany. All her (Poland's) units not on the map and not in Poland (i.e., 2 CL's and CP in Liverpool) are removed from the game and all hexes inside Poland, west of the Nazi-Soviet partition line not already controlled by Germany are now so controlled.
Factory Destruction. Germany destroyed the two Polish blue factories in Lodz and Warsaw. I decided to use the "notes" marker to indicate this, as well as any red factories moved or destroyed, instead of the "provided" factory marker which is hard to see (i.e., gets covered up by other markers and when you turn off markers it disappears too).

Er, the Polish ships in the UK will fight on. From the CE rules on complete conquest:
All on-map naval units of a completely conquered minor country become units of their aligned major power (the UK in the case of the Commonwealth).

Yes. I didn't state that very well but what's in the "()" are the Polish units that were not removed from the game.
