Following your advise, on Turn 10 which I am presently completing, I have reassigned an Army which was originally assigned to STAVKA to the Moscow MD (It is near Moscow). I then also reassigned units assigned to STAVKA digging in within 5 hexes of the Moscow MD to the Moscow MD, I think this should help them better build fortifications.

Leningrad is now under siege from Army Group North.
