He did say shifting down to 16 bit art would bring that requirement down. That is still remarkable, perhaps there are some complex battle animations, 3D effects or something being considered, although that seems unlikely to suck up that much juice.
Eye candy is dandy, but gameplay is the key. There have been some pretty good card/event driven games published lately (Blitzkrieg General, Paths of Glory, Age of Napoleon) and I've always thought that the ability of a computer to hold a lot more data than a deck of cards could lead to a game of this type with an impressive variety of events, leading to a lot of replay value. I would rather have a lot of options in the gameplay department than the graphics department.
