ok I'll put my 2 cents
as I took chungking after many frustrations I can offer you few ideas what to do to have chunging akive till end of game
1. don't get divided - more than half of units must reach city
2. build 5+ forts - you can start from beginning -and you will be unable to raise it later when under bombs
3. you need nothing more to do
don't worry about supplies - not needed - multiplies are high enough to keep you safe from 1+ milion of Japanese army no matter what they bring with them
end of story

This is a good point. The final defence position around Chunking is awful tough to crack. In my test game against WITP_Dude I was stalmated there for months despite having bombed him relentlessly for the whole war and having conquered most of the rest of the country.
In the end I think he just got bored of the seige and may have gotten a little overconfidant as I was unable to make progress. He pulled some troops out of position to attack me elsewhere. This allowed me to cross the river north of Chungking in force. I then did like Grant at Vicksburg and ignoring my supply line went straight toword Chengtu which was lightly defended. Since this was his last operating supply sourse in the country we called it quits a few turns later.
My point though is that had he just sat tight I don't know that I would have ever managed to do much else.
And this was back in version 1.3 or 1.4 before China was strengthened, before river attack rules, before strategic bombing was toned down, before retreats were made less catostrophic, etc.

Believe it or not, no driving was involved. But I won't tell you the role of the traffic sign. [:)]
