Question. Should the Chungking militia be allowed to setup in the hex where the 2-4 Chinese cavalry is? The game would not let me place it there. It's in a hex I control, but technically in enemy ZOC, so I'm not sure.

ORM went back and checked the rulebook and according to him it is simply so that the hex has to be free of enemy zoc and the friendly unit does not negate the enemy zoc. I suppose you might still get an opportunity to get the unit in play, you might want to use those 2 BPs in some other way but it seems hard to rebuild now without messing up what is already in production? Suggestions?
