Panama City is not EST, but EST-1. You want to operate on EST (Florida).

But the website is about panama city, so it'll be EST-1, I guess - no?
I've found it:
When can I sign up for next year's race?
- On site at 9:00 AM local time and online at 12:00 P.M. local race site time the day after the race.
So as Panama City is in 7 hours away, it'll be 7 hours.

According to Wikipedia, Florida west of the Apalachicola River (where Panama City is situated) is UCT-6 while the majority is UCT-5. As I am UCT+1 and it is UCT-6, my rudimentary math knowledge tells me there are seven hours of difference.

Part of the Fla Panhandle is in the Central Time Zone.....didn't realize Panama City fell within it....if so, my fault.

The Redneck Riviera, err... Panama City, Florida... is in the Central Time Zone of the US. I have no idea as to what time zone their website is using. You may want to write the administrator to make sure...

Yes, it is EST there, but online registration doesn't open until 12PM. 9AM is only for onsite registration. I know a lot of people who attend to support friends racing this year, and to register for next year while they are there.
you going to run it next year?

yeah the panhandle of florida is central standard time zone.
