Land: China
Combined: USA
Naval: CW, France, USSR
Pass:
No Port Strikes. No naval air.
USA transport a naval bomber to Midway.
Western Allies send out plenty of convoy escorts. A battleship fleet patrols the North Sea. Another fleet patrols the Eastern Mediterranean. The main British and French fleets sail for the Western Mediterranean in hunt of the Italian Navy. Allied submarines patrol the Italian Coast.
The Soviet Union perform the first naval of the game and send out all their submarines in hunt of Axis convoys. They also send out their Black Sea fleet on patrol.
The Allies search in five sea areas and bring in no additional air support.
Will Germany bring any air support to the Baltic Sea?

Will Japan bring any air support to the Sea of Japan?
USSR also search in the Japanese Coast sea area but no aircraft can reach that sea area.

Western Allies search along the Italian Coast.
Will Italy, or Germany, use any of their aircraft to support the convoy? (Note that Germany can use the LND3 shown in the next picture for this sea area as well.)

Western Allies hunt for the Italian Fleet. Will Germany fly their bomber out in support of the Italian Fleet? Or will Italy send out their fighter? (Shown in the previous picture)

USSR find and decimate the German convoy in the Baltic. The four other sea areas see no action.

CW bomb Napoli for no effect.
CW ground strike the Italian forces south of Tripoli without any effect.
No rail movement.
China liberate the port Pakhoi and put the Japanese Army in China out of supply.
No land combats.
CW rebase a light bomber from England to Southern France. France rebase a fighter to Nice
No reorganization.

The Germans and Italians do a naval and the Japanese a land.
No Port Attacks
No Naval air
The Kriegsmarine (less the coastal battleships) put to sea in the Baltic and rest up in the 4 box.
The bulk of the German merchant marine (4 convoys) sail for the Baltic. Do the Soviets want to intercept?
Edit: from memory, the response does not matter as it is clear the units are staying in the area. I therefore say no to interception at this stage.
The two coastal battleships then join the convoys.
No naval movement from the Italians.
The Axis do not wish to initiate naval war anywhere. What about the Allies?

Both sides roll a 6 on the dies so Italy have two surprise points that they use to reduce the result of the attack.

And since Italy roll good enough on the defence roll the attack was pointless.

USA transport a MTN Div to Pago Pago.
CW reinforce the Western Mediterranean with a light carrier.
CW initiate combat along the Italian Coast and the French submarine in the four box finds the Italian convoy.

Both sides find in the Western Mediterranean (Thanks to HMS Glorious).
Due to the weak air to sea factors of the finding Allied stack, CW decline to make it an air combat, so then it automatically become a surface combat.

Italy has one surprise point and that has no use.
Italy has to decide which of their ships that will soak up the damage. Three destroyed, 2 damaged and one aborted. Any ships that you volunteer for this duty?
Edit: Note that I included the Italian submarines so they can be used to absorb the result.
