I was having the same problem before I quit, only worse. The AI didn't send all the ships in the fleet at once (even if it did, it was still suicide). There was never an attack with the full fleet. That is just the way the game attacks. Which makes me believe it's a mechanism to cripple the player. People like zgrssd think there are no problems with the game. The really nice part is, like I have said, and you mentioned, you can't stop these fleets/ships from doing it. I came to believe that is the way the developer wants it. Losing your fleets slows you down. You being slowed (or crippled) makes the game go on longer. If you chose to keep trying. To the developer, if you are playing longer (for any reason), its content. Hence zero effort to stop the AI from destroying your fleets in the name of "defense." I have yet to see any post (and I searched) in this forum stating a way to stop this. All you will get is denial of any problems with fleets going on suicide missions. As far as I could tell, it's just going to happen. It's content, so count yourself lucky to own a game with so much content.

How do I get my fleets to actually fight things?
All I want is to send a big fleet into a system and trust it to just go through and clear out all of the enemy bases and ships in that system when I'm at war. I try setting my fleet to be an attack fleet but it seems like the Enemy Targets section is just plain busted. I'll have a 5k strength fleet sitting IN the system of stuff I want to kill just one little jump over from its home base and none of the bases etc show up as targets. Or if they do I get the "No Fleet with fuel and engagement range to attack this target" bs. If I set the fleet to manual and engagement range of "system" it just sits there with its thumb up its ass. And on the off chance I do get the attack fleet to do anything it'll kill one base then jump off half my empire away to refuel before coming back for the next attack even though it only used up lik 10% of its fuel! What am I missing?

Pretty sure the only "suicide" mission I sent, was on me...! Not the Dev.

Why won't my damn fleets actually engage enemy fleets???
I have THREE attack fleets and TWO defense fleets in a system. Each fleet has over 6k strength. Two enemy fleets jumped into a system just one jump over. One was 3k strength and the other 2k. ONE of the attack fleets decided to fly into the attacked system but just chased a lone escort around instead of engaging either enemy fleet. The other four fleets of my just floated around their home starbase and I guess told ghost stories to each other?
I have my military and fleet automation to manual but I went into the targets section and clicked the enemy fleet so at least one of my five fleets should have engaged it but no dice. Honestly I've put in roughly twenty hours to this game now thinking I was doing something wrong but I think it's just fundamentally broken. Pretty embarrassing to sell a game like this If it weren't for steams crap refund policy I'd have refunded it at the five hour mark. Maybe I'll check in on th egame in six months and see if it's playable at that point. But til then I told my group of friends that were excited to try it out after so much stellaris to keep their wallets closed.

When you have a fleet set to manual, "GUARD PLANET," and the fleet leaves to attack a base it has zero chance of damaging, let alone defeating, which you cannot stop. Yeah, that's on the developers. If this is as you say perfectly normal, then that speaks volumes about game, and you.

Normal engageemtn range mostly does it. However, you can try patrol if you want to be sure. Just be warned fleets tend to drop the patrol order.

Do column 9 techs do anything at the moment a lot of them state reducing size but see no component size reduction after doing the research?

Unless you are a fighter or new construction, the only danger is Ion Damage.
Ion Storms deal 4.
Gravitic Storms deal 8.
The T3 Ion Sheath Armor is enough.
But the Autodesigenr tends to only install teh Ion Shield you find under Ion Weapons.

anything.

Can anyone give me a primer on how the influence expansion and pressure works? Like if I'm at war with a neighbor can I just wipe out all their stations in the border systems to push back their territory?

Territory only blocks other Empires from colonizing and building new mining stations.
But stations already placed and counquered stay where they are. And cause a relationship penalty.
Note that if you defeat a empire or pirate, most of the ships will join you.
Also you can demand "contested" mining stations via diplomacy, including the peace deal.

Actually they do claim to reduce ship maintenance among other things.
Component Size and Maintenance Cost are not comparable terms.
Your explanation is thus non-sensible.

That... wasn't an answer to my question. How does the territory expansion and pressure work? What determines if a system becomes part of an empires territory? Is it just population from colonies? Does station count in a system affect it? If there's a border system that changes empires what caused that flip?

Does station count in a system affect it? If there's a border system that changes empires what caused that flip?
1. More Population and higher Galaxy Setup value for Influence = More Influence range*
2. I would guess conflicting pressures, with the stronger and nearer one winning
3+4 Only population.
5. The flip should be one side having more population closer.
*I am guessing it uses jump distance. Note that nebula sytems seem to never receive or remit Influence
