Enemy forces were detected in the vicinity of Midway and plans were made to cause the interdiction of this invasion force. It was noted in previous encounters (such as the invasion of Palmyra and Johnston Island) that invasions were preceded by and later reinforced with a sustained aerial bombardment from carrier aviation units. With the US Naval Fleet now consolidated, and after months of counter-intelligence efforts and false radio signals indicating the US fleet steaming for the Indian Ocean, it was determined that a possibility would exist of destroying the enemy carriers while their aircraft were occupied with Midway's Airbase. In order to cause maximum attrition, airplanes were dispatched to Midway Island on the First Day and All Available Surface Assets (all cruisers, destroyers, and PT boats) were sortied in this direction. Furthermore, it was determined that at least two enemy carriers were damaged during the battle for Port Moresby and another two were sighted in the Vicinity of New Caledonia.

It was therefore estimated that no more than six enemy vessels would be present for the battle, and with the advantage of tactical surprise, a favourable ratio of attrition could be achieved.
