What are you spending your admin points on? You should be using all of them up each turn in '41 as the Soviets. If your command hierarchy is in good shape, you should try and get some good leaders on the front. If nothing else, you can spend your points building RR construction brigades, which will help your combat units dig in faster. Very effective in '41. At this point it looks like you're on the verge of a production surplus for artillery, which means you might be able to start building artillery support units.
