The error message is always:
"The system cannot execute the specified program. "
I tried it with your command line, I tried it just with plain exe name, also tried by entering the editor/nvidia directory. Always the same.
I looked at the program attributes it is not read only nothing is set nothing special.

Could you try step #4 above again, but also add the -nocuda parameter to the nvcompress line in addition to the -color and -rbg parameters?

Try running just the nvcompress utility with no options at all.
If it gives you something like the image its probably an issue with the parameters if not see below.
Note this is from:

You are trying to run some program on Windows (such as apache.exe or htpasswd.exe) and you are getting "The system cannot execute the specified program" error. This usually means that the program you are trying to run was compiled against DLLs that are not on your system.
It does sound like the install is not putting something needed on your system.

I went through it with dependeny walker. added the missing dlls to system 32
Reinstalled the whole game
It still says it cannot execute the program
The dependency walker shows an error meassage that the application couldn't run because of mis-configuration.
I AM DESPERATE [:@][:@][:@] .

I remember Mad Russian posting a thread about installing, I can't find the thread but it mentioned you must always install with some version of .NET and directX. When you install do you skip these items or not see them? Also when accepting the .NET install it can ask if you want to "repair" the install which you should accept as well.
I wonder if nvcompress is dependent on something in those secondary installs.
Maybe someone else can chime in as I'm out of ideas.

I am struggling with this because this map maker because it has the promise of being a unique and very effective tool. But the last two weeks are nothing but a practice in frustration.

I understand your frustration, you have been extremely patient. I wish I had a better answer, but we are trying to figure out why it doesn't work on your system too. It's a very system-specific issue. With the information uncovered in the last posts, we will do some more research on Monday. I have to believe this is something we can fix and your persistence has been very much appreciated though I certainly didn't expect finding a solution to take this long.

I also tried the following:
Uninstalled PCO
Uninstalled the .NET from control panel
Made a new registry clean
Installed PCO and this time it did not repair but reinstalled the whole .NET again
Started nvcompress from command line
The ERROR EXISTS. dependency walker is showing the same. there seem to be no DLLs missing but it still cannot be executed...
Can you make a build of nvcompress where you also compile the all possible dlls into the exe?

I made a reserach about NVIDIA tools, and have talked with a friend of mine about this problem.
For you to remember: I have ATI Radeon HD 4800 graphics card. Is the nvcompress supposed to work with ATI graphics card as it is an NVIDIA tool?
Do you have anybody in your team with ATI graphics card?

Several members of the beta test team had/have ATI video cards. I'm using an IMB embedded video on my laptop.

I am out of clues why nvcompress is not working on my pc. I have all dlls installed and I have the latest driver installed. nvcompress is the 32 bit version as is my OS.
It still says system cannot execute program.

My previous system had a Radeon 7000 card. When I first tried MM, I had script errors. dlls were given to me to test and that fixed it. Now I have an onboard HD 4200 and no problem. I checked the old files against the current build and those files are all in there, and are newer versions.
Edit to add, XP home SP3 32 bit I assume. I do have several versions of Visual C++ installed as they helped me with some other programs.

I use a simple batch file to run nvcompress, you could try this: copy all the png files and the file png2dxt1a.bat, attached below - unzip it, in Panzer Command Ostfront\Editor\nvidia, then click on my file to start the conversion of all the png files at once.
