Make sure that the following Formations have separate colours from the rest:
...
Soviets Coastal Army
These Formations withdraw by Colour. Therefore, if they are not separate, you will have a problem.

Did you mean the fixed Artillery ID92 (Sapun Hil, Porokhovyye, etc) or select Marine Infantry ID22?
I re-assigned all NKVD and Border Security the same color as the Fixed Artilley units around Leningrad and Sevastopol - ID92. The reason I did that - the NKVD and Border - is so I could make all the planes ID91 and unlike any ground forces. I left the boats the same color as the planes because - lazy.
Some, but not all, of the Marine Infantry are ID22 and they are the only ID22 pieces.

I'd hate for the NKVD & Border to all withdraw unexpectedly.

Soviets Coastal Army
It's a Formation. There is a Formation named 'Soviets Coastal Army'.
Are you changing colors by the Editor or by the COL file? [If you change by the COL file it doesn't matter, if you change in the Editor it does].

Got it - I'm okay then. I understand the difference between COL file aesthetic changes and in-editor changes and the potential for unexpected program failures that can trigger (I try to stay out of the editor as much as possible).
So I didn't affect the Coastal Army's withdrawal since that's by formation
and I did not change that formation's assigned color IDs.

Now I'm curious - why did you use two different unit colors for the Naval rile units?

Probably because some are Naval Infantry and some are Naval Rifle.
