Initiative. No die roll modified and axis win ties. The axis win the first roll 7 to 4. The allies elect not to re-roll. With both Germany and Italy wanting to take a (full) naval in order to give their u-boats and subs a crack at allied convoys before the British have time to get their ASW escorts and patrols fully in place, the axis elect to move first.
