I guess you couldn't buy any more heavy tanks.

Chalk it up to mismanagement of the war economy. I certainly would but Germany's MPPs seem to get sucked up first by higher priority items (i.e., repairs, upgrades, operational movements and infantry). It seems that lots of infantry is required to feed the meat grinder running in the east. I would also like to build more HQ units. Right now I'd put a new German HQ over heavy tanks.
