I am a little confused by the Somali TERR that the Italians built. By my reading of the rules, it should not have been destroyed; rather, the CW should have gotten it as a reinforcement.
Territorials are controlled by the major power that controls their home country or territory when they arrive as reinforcements, even if they were built by a different major power.
You return on-map territorials to the force pools when their home country or territory is conquered.
Nothing is said about what happens to TERRs not on map. It is my understanding that they are not affected by conquest -- TERRs in the force pool stay there, and, more importantly, TERRs on the production spiral stay there, otherwise that first sentence in the quote makes no sense.

There is a clarification regarding this in RAC (And in FAQ).
Clarification. When a territorial unit’s home country or territory is conquered, the territorials:
• on-map - go into the conquering major power’s force pool.
• in production - arrive as reinforcement for the conquering major power in the next turn
• in the force pool - move to the force pool of the conquering major power.

So the CW should have gotten the TERR. This is the first time I have seen this happen. I don't think anyone has found this bug before, because it never comes up.
