We play with optional rule backup fighter. Why it is only Axis +2?

I though it would be:
Axis 6,5=7
Allies 4,4=4
Axis +3

But is it something like:
6,5-4,4=+2,1
Axis +2
This does not make sense as second round is Axis +1.

Edit: Result is the same. I just try to understand this rule.

I think it's okay.

5 - 4.4 = 0.6. I presume it rounds up to +1.

I said 2nd round does not make sense but it does.
