He is than taken into custody by the SS and is now facing the charge of 'Cowardice in the face of the enemy' for not slaughtering the enemy ships using his big guns. Reichsmarschall Göring himself has signed the charge. He's furious...
Consider this for a moment. You've got 6 surprise points to spend and there are no enemy planes in the sea box chosen. The enemy ships have no surface factors and the Kriegsmarine brings to bear 41 surface factors. So why choose the Luftwaffe to fight for you?
The result, after adding the surprise points would have been a staggering: 3X, 2A... Far better than the Luftwaffe can ever achieve...

U-boats infest the stormy North Atlantic but all naval searches fail.
The Japanese Imperial Guard occupy Dacca. Militias land in Phillippines and at Shanghai.
Just one attack, by von Rundstedt against dis/oos units at Vladimir.
Fine weather should see the Allies happy and on the move again.

A combined British and American force blitz their way into Calais and the breakthru result allows them to take the port to the sw also. Between there 3 hexes 5 Axis planes were overrun.
