Replacements Question

What does the "Rate" column mean in the replacements screen? The manual is unclear on this issue.

To me, it could have 2 possible meanings:

(1)The number of replacements sent to the on-hand pool every turn; OR
(2)The number of items on-hand that can be distributed each turn.

If the answer is option 1, then how is it determined how many units from the pool will be sent to active field unts? If the answer is option 2, then how is it determined how much equipment goes into the on-hand column?

It's #1.

How much will be distributed depends on many factors, like:

Demand from field units (how much equipment lacks for the unit to be filled up)
The units replacement priorities (set for each unit by the designer)
Ammount of units evaporated and waiting on new equipment for reconstitution.
