Released Russian population

Hi,

I have played a game to the point where most of Russia has been conquered by the Japanese (yes I agree this is stupid). At the start of the game Russia had a population of 34 or something like that, and a central population pool from which any factory could draw population the same as every other nation.

I have then conquered Japan as the W. Allies.

All of the ex-Russian areas in Russia that were owned by Japan are now owned by Russia (check). However no units can be built because the population in each of those areas that had been liberated no longer contributes to the Russian population pool. Some of the factory areas have a non-zero population and their own population pools, and so a few units can be built there, but the majority of the population areas no longer contribute to the population pool.

So Japan has not only conquered but "settled" Russia with millions of Japanese civilians, driving the Russian peasantry underground?

What were the game designers smoking when they came up with this one, and can I have some?
