Silly question - I imagine the answer is no. Can the computer control any of the sides in a PBEM game?

Of course, the computer AI will wind up beaten almost all the time unless it is given a sizable advantage in free supplies, etc. Even then, a good player can chew the AI to pieces.
On the whole, if the AI plays something, it's best to let it play China, since the Chinese don't have to really do anything except make a lot of men and flak and sit around waiting for the Japs to attack.
Don't ever let the AI play Germany in a PBEM game if you can help it, because Germany of all players most desperately needs a human intelligence behind it, and the German AI just can't fight human-controlled Allies with any chance of winning.
