Russia start-up positions

Think I read somewhere that now Russia can do one strategic move per turn even when at peace. This is great to avoid to make the life of Germany easy if attacking in 1942 or 1943 but 1 per turn means 4 units per year only.

Maybe in 1941 Stalin didn't believe it would be attacked by Germany but if we play a what'if game where the Axis can play a different strategy hoping to achieve victory shouldn't it be fair and assume Stalin could be smarter also?

Why not decide that there is no such limit in Winter 1942 for example so Russia can avoid a disastrous defense when attacked after 1941 by doing a better line of defense?

In AWD there is now the "war readiness" feature, so if the German player is careless, he might be facing a declaration of war by Russia, that's bad enough for Germany, the moment Russia declares war it can either launch and offensive or redeploy units since there is no limitation then.
Also war readiness increases with a higher rate as years pass by.

Also, the Russian can use that 1 strat move per turn to move a unit into East Poland, which increases his War Readiness (making Russian DOW come sooner), while of course worsening his front line position. A delicate balance ... best played if he expects the German to be trying to delay.

Increasing at-peace strat moves to 2 per turn in '42 was discussed, but the simpler constant rule was kept.
