I searched the forum for draft rules but did not get an answer about the draft pool.

Well every month every supplied unit which is depleted might get reinforced from the men in the draft pool. Lets say a total sum of 10.000 men will be detached to various units and 500 will be trained and added to the draft pool. The problem is that instead of the men in the draft pool to be decreased by 10.000 and increased by 500, it is just increased by 500...

Is this a bug or is it explained by aany other means?

I don't have an answer for you as I've never noticed it quite as you described. Your example seems theoretically correct but since you never really know exactly how many people have been taken out of the pool, it's hard to say if there's a discrepency.
