War Declaration

In a couple of my campaigns the option to declare war against a nation desappears after a period and after. Is it a bug or a feature? (eg you cannot declare war against a nation to whome your attitude is high)

To declare war you must:
1. Not be allied with that country (you first have to cancel an alliance)
2. Not be within an automatic peace period with it (eg 18 months after a full surrender).
3. Not be under a peace with it agreed by treaty (until the treaty is cancelled).
4. Not be at war with any country your proposed new enemy is also at war with.
Attitude doesn't factor into this. 3 and 4 are the ones that usually catch me out.
