Can't seem to get FEDERATION

My second nearest neighbor has been an ally since very early in the game. Got 100% trust, passed federation law, gave him federation technology, gave him every other technology, etc. and he still won't fed with me! WTF? It's gotten to the point where our trust has started to deteriorate until more gifts are exchanged. Still, back upto 100% and no fed. Am I forgetting something? I have another candidate at 100%. Can I leave A at the altar and marry B? C'mon Max, you must know, or Andrew, if you're out there...

Did you send him a communication requesting Federation? I've never seen that fail if both sides are at 100 percent.

I can't ask for Federation, the choice is greyed out on the menu in my communications window.

So, what did you do? Did it resolve eventually? Did you have to break the alliance and go to war with your former ally? Did you quit and restart the game?

Could it be because your ally has not researched federation yet, try giving it to him.

Also, i think an ally won't form a federation if he thinks it's not worth it. Eg.: He thinks he can do it on his own or he has someone else to ally with.

And three, you can never form a federation with someone with a different philosophy. (little and big endian) ... at least i think.

Same philosophy, I'm by FAR the biggest fish in the pond, nobody else around...

Well if the ally has a different philosophy, you can't form a federation with him. But you can spend a certain amount of money every year to try and subvert the philosophy they have, make'em use yours. That way you'll be "compatible".

Heheh, got to love when things you plainly state in your post are completely ignored in the reply. :x

I don't think I've ever had that problem in either STUN or SUDG. Once I hit 100%/100%, things are golden, and there is much rejoicing.

Maybe some kind of a bug?

I have found that once you get to a certain point with allies, trust will deteriorate regardless of what you do. I try to stretch alliances out for as long as possible, and sometimes things go bad and they ditch you no matter how nice you are (both STUN & SUDG).

No contested worlds, no raids, things just eventually unravel. It's like a karmic push to get you to federate as soon as you possibly can.
