Air Staff Assistant is a true bug

Currently playing Tunisia '41 - '42 via PBeM. My opponent and I can do without
the Air Staff Assistant. And yet, we keep turning it "off". What gives here ???

Sounds like one, or both, of you still has it set by default in your game options. Open the game, and from the first screen, click the game options button, choose Advanced Rules, then set the Air Staff Assistant to Off. Exit the game to make sure your preferences have been set. When you next get a file from your opponent, then open the file, and before you start doing anything, choose the following menu item Play > Game Options > Advanced Game Options and check to see if the ASA option is set correctly. If not, set it, then save and exit the game, so that the option is correctly set within the pbem file (at this stage, for a mid-game save, it is an SAL file).

The problem is that one of you, or your respective opponents, is using this option and it keeps overwriting the preferences during saves. Get the word out to your opponents to make sure that it is set to Off for all PBEM games, unless its use is specifically agreed upon in advance.

I believe we have done that.. but, to be certain. We all will do a recheck status.

While waiting for my opponent to come online, I've checked my setup. Air Staff Assistant
is "OFF". Hmmm.. it's gotta be on his end. [8|] will keep u posted. Thanks again!

The problem is in email so it is a bug...if you save before the turn is over your screwed.

It's not a bug. It's a misunderstanding, as to how and when the preferences get written to the files, and to your installation. To avoid this misunderstanding, point your opponents to my post above, so that they will be better informed and not use the ASA during their games.
