GG World at War was okay, but the AI didn't really do that much after the first few turns. I found that the Japanese AI would waste a lot of effort in China, and virtually ignore the Central and South Pacific.

Is "World Divided" any better as a single player game?

The AI is definately better. Its been refined quite a bit since WaW. Is it going to provide the game challenge as a human player? No, probably not, but with some supply help it can put up a pretty good game.
 
There are also two new scenarios (one for each side) specifically designed for play against the AI which give bonus production and population to the AI's side.
 
All in all, its a much more enjoyable experience against the AI, although for the best challenge, you'd do well to get into a PBEM or TCP/IP game. 

In WaW I could beat the AI on Impossible.
In AWD I am sofar hard pressed beating in on Hard.
 
If you play against the AI on Hard using the scenarios that give the AI nations a bit extra manpower etc I believe you will find it to be quite a challenge.
 
So, I believe the answer to be that, yes, the game is quite good solitaire.

The addition of the random neutral country shifts when neutrals are attacked and better AI means each game tends to develop differently too.

Though I have never had the honour to play against Jan I believe he's a hell of a player or so everybody says. [&o][&o][&o]
So if he states it's hard for him, I would say it will be real tough for any other (playing on a hard or impossible level), specially if you just got the game and not played WAW before.

So, I believe the answer to be that, yes, the game is quite good solitaire

I am now only going to win a time victory as Axis against the Allied WA on Hard Total War....the AI is not that bad.
