Conquering France West or East that's the question

It seems that if you conquer Western France you get a shot at making Spain Pro-Axis but not if you conquer Eastern France and Western France is just part of Occupied France Zone.
Guess it's because Eastern France is not adjacent to Spain but isn't it the point that Spain goes Pro-Axis because France falls?
Would suggest to make this part of the changes to include in a next patch.
