Help with the orders phase.

I'm brand new to Pac War but I've played almost evey turn based strat. wargame since. {as a matter of fact I remember seeing this game on the shelves and deciding to buy my 1st computer}. But this interface is giving me fits.
Could someone give me advice on where to start my turn from and how to proceed. [US]
