Group limits bug?

According to the manual, USA divisions aren't supposed to be able to contain more than 4 brigades - but this isn't true ingame.
On the first turn of the full campaign (advanced rules) I can put 5 brigades into any of my divisions.
Is it a bug or just a post-manual design revision?
Edit: Just wanted to add: This is a fantastic game - I am completely absorbed!

I think the Manual may be wrong, I think the rule is 5 for the Union and 6 for the CSA

Yes, I believe there is an error in the manual.

Next question ( and yes it is 5, I looked in the file) For an army it says you may have 4 Corps, but once I put in 2 full corps ( 3 divisions each it wont let me add a 3rd Corps with more than 2 divisions ( and sometimes not that) This is as the Union. Does it still count the Divisions inside the Corps for a full army?
I believe the file says 15 units for USA Corps and something like 34 for Army. The numbers are higher for CSA of course.
It also wont let me add empty containers to units if I have max combat units in the container. Say I have an army and it has max divisions and no Corps, if I try to add the empty Corps it wont let me. I have to take Divisions out of the Army and place them in the Corps then transfer the corps to the Army.
I have never placed single Brigades in corps with assigned Divisions but assume the same is true.
