I played through the East vs West Scenerio. Leningrad and Vladivostok would not produce any ships or units. Why was this. Both had been bombed by allies but I had fixed them a while back.

Could be they were hit by an A-bomb, thus reducing their population. Areas with 0 production are not allowed to build units (just supplies and research).
