An odd sort of bug

I was just playing the advanced game, and noticed something. When I buy buildings, they appear and work normally, however, in the cities in Louisiana, they do not seem to count towards the building limits. I have built several camps, they all show up on the city details screen, but it still lists the initial building limits (for example, Shreveport is still listed as 1/4 even though I have built 2 camps).
Strangely enough, it seems that the cities in the other states add buildings just fine. Anyone else seen this?

I dont think Camps count toward Building Limits.

I had thought of that, but I am looking through the manual and I can not find anywhere that is stated. Plus, I am fairly sure that I have been prohibited from building camps in other cities where there was no room.

PAge 90 "Building Support – At the top of the menu is listed the Building Support number. Mansions and Plantations are special, in that they determine how many buildings a city can build (not including themselves). Each permits the existence of four other buildings. The Building Support number shows how many buildings (besides Mansions and Plantations) a city already has, and the maximum that a player can currently build there. Note that Camps do not count toward the total number of buildings supported by Mansions/Plantations."
took me awhile to find it until I used search on the PDF file
