Bug with Random Political Events?

In the game I'm playing (Germany everyone else AI) Italy joined Germany after the collapse of France in Spring 1940. I am now starting the German turn in Fall 1940 but on the screen listing for all possible Random Political Events the "Italy declares war on Western Allies" is greyed out. That can't be right, can it? I can't quite remember but it seemed Italy joined Germany as soon as France fell - shouldn't it have waited until the start of the German turn in Summer 1940?

There is only one event in bold type - the Finnish border war. I'm really surprised that another event has not occurred by now - how about the Rumanian border war? Or am I just being impatient?

There are two ways Italy can join. 1) the random event 2) the automatic 33% chance the moment Vichy is created.

Thanks Joel. I've read and reread the rules many times but there is obviously so much to absorb.

Still surprised that the Rumanian border war hasn't occurred by Fall 1940. This is the 5th turn I think where a random political event can happen (Fall 39, Wint 40, Spring 40, Summer 40, Fall 40). One of those turns was taken up by the Finnish Border War but that still leaves four turns where nothing has happened with the Rumanian Border war being the most likely (3rd in the list and 75%). Those are long odds mathematically, arn't they?
