I thought you only get points for capitals. Cairo isn't a capital.

[:-]manual page 96
Captured Enemy Cities*
1 VP if in a province with Max. Pop. less than 6
2 VP if in a province with Max. Pop. 6 or more
Enemy Capital Captured
+2 additional VP if enemy state or national capital
all together I'm supose to score 4VP

It's not an acceptable answer. I do not have spent my time in reading all the forum.
Now if I understand correctly your game is not currently playable.
It's really a minimum to have the VP correctly scored.
Bugs are acceptable when situation are nearly exceptional but this kind of bugs are related to an unfinished product.

Is it really that hard to look through the support forum? That's what it is there for. No game is absolutely perfect.. sheesh.
Also for Cairo you should only get 1 VP. Cairo does not have 6+ population, it is not a Capitol city, and it is not the National Capitol.
Finally to capture the river there should be no enemy city/fort in the province, it must be next to a province that belongs to you, no enemy units may be within the province and you must have your army on the province for one turn to capture it.

sorry but I have not time for that and I'm supposed to buy a game finished and not in beta mode

Bugs are not acceptable for regular situation

Columbus is a capital state, I hold 2 cities!

.
witch province? Cairo is supose to be the province/city for central Mississippi river, isn't it?

all those conditions are meet

I was referring to the River as a province.
Maybe you could post a save, because this is an interesting set of problems all at one time.
Honestly though, as ericbabe said these issues are addressed in the Support Forum. If it is so horrid and ruins the game for you then take the time to find the solution.

Echoing JonReb and others, I should point out that when Eric chooses to refer someone to his earlier statements on a matter instead of rewriting them it is because his time is precious, and much better spent on programming some of those Wish List suggestions. If he responded in detail to every question asked of him you'd all be waiting a whole lot longer for that next patch.
