I found the following bit of gameplay interesting. In my first game as the Union, Jackson commands a force in northwestern Arkansas. So, for a long time, I keep a force in Rolla. But he never moves into the empty provinces in southwest Missouri. Finally, I move my force to occupy northeastern Arkansas. Jackson promptly attacks Cairo! (I don't know how he got there.) So I guess the AI was simply waiting for that bit of provocation.
