Hi,
currently I'm playing as Sweden and I want national general (4 star).

If I understand rules correctly, there's not promotion of generals and battle-created generals are 1 star only.

Is there any way how to get national commander for Sweden ?

I'm not 100% sure but I believe the answer is, you can't.
 

Win a war against another nation who has a 4-star you like, and ask for his unit as a loaner in the peace treaty.  You'll get to keep him when the treaty is over.

So building up barracks only improves morale of your newly created units but it doesn't effect general officers?[&:]

Not sure about barracks affect on officers, if any.  The level of barracks definitely affects the quality of troops built in that province.

Roger! I get that, and I also know that improving barracks and culture improves the chance for training upgrades. However, that still leaves the question:
Can general officer quality be improved with barracks improvements (something like a War College effect) or some other combination of improvements?
Or, Are general officers strickly stuck in their historical rating?
