How come you cant move WA or Russian armies across China's territory, arent they all allies? Not even tactical movements, they're all illegal.

Use your airforce and ships to destroy the enemy artillery and then you can amphibiously invade. You cannot move through areas controlled by "allies". Russia, China and the Western Allies were not looking to allow large forces from other allies into their countries.
