Comined Arms HQ's & Leader Assignments

I have a question about Combined Arms Headquarter units.

I have noted that the IJN Combined Arms HQ allow both Army and Navy personel to act as leaders for LCU's at bases.
However, the US HQ's (SoPac, SoWesPac, CenPac & NorPac) allow only Naval (or Marine) Leaders (except SoWesPac which only allows Army) for command of LCU's.

At least this is what I am seeing. I would like to have Army Leaders in charge of some CenPac Amhib Ops AFTER the initial landing. Can this be done? It seems like the IJN/A can do this. Could I be doing something wrong to keep the leaders from being available?

Sorry for asking what seem to be basic questions. If there is an area/place where I can find this information please direct me in that direction.

Same problem with Allied leaders in the India/British Area. Admiral Mountbatten can be placed as the leader for SEAC, 14th Army, & Malaya AG Commands, but not the Eastern Fleet Command. I had to use the editor to place Mountbatten as leader of Eastern Fleet.

J.E. Cross - other than using the editor to place Army Leaders at Central Pacific commanded bases try this.
1.)Change the base to SW Pacfic (Army Command).
2.)Place the desired Army leader.
3.)Swtich the base back to Central Pacific (Navy Command).

I do this on occasion.
