Both planes are armed with 2*Type 91 Torpedos,but I can't remember any use of them.Whats wrong here [&:]?

I read somewhere that waaaaaay back when the designers had let flying boats carry large numbers of bombs, and found them to be much too effective as ship-killers, so that's why they got torpedoes. I know this goes for the Do-24, but I don't know for sure if it goes for the Jap patrol aircraft as well.

I know PBYs were equipped to carry torpedos and I believe both Emilys and Mavises had hard points for torpedos too. They were rarely used in the real world, but the ability was there.

Emilys were used for long range harassment raids on Pearl Harbor in 1942 and 1943. So they were used on long range offensive missions occasionally.

Whats the best settings to try and make this happen ...low altitude , high morale and exp ???

80+ xp, and High Moral. Altitude no idea, but best chance to have a Night Naval Attack is if you have a sub attack in the hex first so the sub acts as a search.

OK noted , so they will only attack spotted TF units . I assume they would attack in the day like normal aircraft ?

Actually Dino pointed out to me you can do it though don't expect torp hits all or most of the time. Set the bomber/patrol group to night attack ---> Port attack and they may occasionally drop a fish but expect bomb strikes as well.

They will attack ships in port, but 80+ exp is a must. The port needs to be crowded in order to get any decent results (i think)...and, of course, luck. On one ocasion I put a fish in a CV, on another it was a complete dud.

They don't have attack option for day operations, but they will occasionaly attack a spoted ship (sub) while set on "Naval search".

They can spot an Allied TF trying to sneak up on a position from a looooong way off. [:D]
