To Ukraine or not to Ukraine

Looking for feedback here...So as a German player is it in their best interest to creat the Ukraine state when the take Kiev? It does cost them an O chit but they don't have to garrison there supply route through the Ukraine and could upgrade their units in creation of the state due to the fact that they have to discards things out of their force pull for Ukraine units going into it. Also it could hamper the Russians. About time the partisians work for the Axis powers.

I never considered doing this, and I once asked what was the point in doing this, and I had some answers, in another thread :

Saw this done in a 42 Barbarossa and would have to say it was inconclusive. Unfortunately game ended in 44 with Germans still holding a strong line from Crimea up- but that was probably more due to attrocious Russian rolling than any benefit from aligning Ukraine!
